PROCEDURE FOR FITMENT OF OFFICERS ON PROMOTION FROM ONE SCALE TO ANOTHER
When an officer is promoted to a higher scale of pay, the fitment process involves several steps:
- The number of increments the officer would have earned for passing JAIIB/CAIIB Examination is first determined. Each such qualification earns one increment. These increments are then subtracted from the officer’s existing pay before their fitment into the higher scale.
- If the officer is already at the maximum of their current scale, different procedures apply:
  (i) If the officer has not been drawing any Professional Qualification Pay and the stagnation at the maximum is less than one year, the increments for JAIIB/CAIIB are reduced from their existing scale.
  (ii) If the officer has been drawing a Professional Qualification Pay of Rs. 1020/- per month and has passed both JAIIB/CAIIB before the promotion, one increment is reduced from their existing scale. If the Professional Qualification Pay of Rs. 1020/- per month is for JAIIB only, no increment is reduced.
  (iii) If the officer has stagnated at the maximum of the scale for 2 years or more and has passed both JAIIB/CAIIB before the promotion, they would be drawing a Professional Qualification Pay of Rs. 2550/- per month, and no increments are reduced.
- After making the above adjustments, the basic pay in the promoted scale is determined as per the fitment chart provided.
- Following the fitment into the higher scale of pay, one or two increments are added to the Basic Pay in respect of JAIIB or CAIIB, as applicable. If no increments are available in the scale or only one increment is available, Professional Qualification Pay is provided in lieu of the remaining increment(s), if any.
- Normally, the date of an officer’s increment upon promotion is their anniversary date in the previous scale of pay. However, if the officer has reached the maximum in the previous scale before promotion or receives an increase in Basic Pay equivalent to two or more increments upon promotion, the date of increment becomes the anniversary date of promotion.
If the Basic Pay after reduction of JAIIB/CAIIB increments is not at the maximum, the date of increment becomes the anniversary date of the last increment.
- In the case of officers in Scale I and II promoted after moving to higher Scale II and III due to stagnation, the notional increment to be added is the one drawn by the officer on the date of promotion.
Subsequent increments occur on the anniversary date when the officer had drawn increments in the previous scale.
- Promotees who receive Fixed Personal Pay as per the Settlement dated 11.11.2020 may continue to receive the same amount of Fixed Personal Pay after promotion until it is revised. The anniversary date of the last increment in the clerical cadre is used for calculating future increments.
Please note that this procedure aims to determine the officer’s position in the pay scale had they not been granted increments for passing JAIIB/CAIIB.
